Archdiocese of Grouard-McLennan 2008 Budget

(as presented by Archbishop Gerard Pettipas at the Archdiocesan convocation on Saturday, November 17, 2007 in McLennan, Alberta)

  • We are committed to open communication with the parishes with regard to the finances of the Archdiocese of Grouard-McLennan.
  • Parishes need to understand what responsibilities the Archbishop has under Canon law and how much money it takes to ensure these things are done.
  • This presentation will focus on:
    • What are the sources of money for the Archbishop?
    • How are those funds used to meet his obligations under Canon Law?

     

Flow Through Funds

Special Parish Collections

* Funds that are accumulated from parish collections and forwarded to the appropriate organizations.

* These funds are revenue neutral to the archdiocese.

* Administration costs for handling these funds are absorbed as a cost to the Chancery.

 

Funding from Catholic Missions Canada

$290,000 budgeted for 2008

  • $230,000 is used to fund some or all of the operating costs for 27 of the 56 parishes and missions in the archdiocese. These expenses include:

    * Priests’ and religious salaries, vehicles and operating costs

    * Parish utilities, insurance and maintenance expenses

  • $60,000 is used to subsidize the operating costs of the Lay Formation Program in Peace River.

These funds will be budgeted to be revenue neutral to the archdiocese and the administration costs for handling these funds will be absorbed as a cost to the Chancery Office.

There is a high probability that this funding will come to an end in 2014.

 

Funding from the Priest's Retirement Fund Contributions from Parishes

  • Funds a share - depending on the years of service to the archdiocese - of the long term care for 7 retired priests budgeted at $125,000
  • Currently 2% of $2.5 million of parish revenue would provide $50,000
  • Proposed 5% of $2.5 million of parish revenue would be  $125,000
  • These funds will be budgeted to be revenue neutral to the archdiocese and the administration costs for handling these funds will be absorbed as a cost to the Chancery Office.
  • Priest’s Pension Fund Contribution needs to be raised from 2% to 5% for 2008.

Funding from Cathedraticum and Investments

  • $250,000 from Cathedraticum - 10% of $2.5 million which is the amount of budgeted expenses parishes will require to meet their annual cash operating costs and annual non-cash operating cost of their Building Reserve Allocation. 
  • $300,000 from $3 million of Archdiocese of Grouard-McLennan investments - 10% budgeted rate of return
  • $40,000 from $1 million of investments held by parishes - 10% budgeted rate of return - 6% to parishes - 4% to Chancery.
  • Total funds for operations for the year budgeted at $590,000.

  • $590,000 total operating expenses
    • $130,000 for the Archbishop.
    • $95,000 for the Chancellor.
    • $60,000 for the Vicar General.
    • $105,000 for Financial Administration.
    • $200,000 for Overhead.
  • $590,000 total budgeted revenue.

Operating Costs of the Chancery Office- Detailed Description

  • $130,000 for the Archbishop to shepherd the faithful of his archdiocese:
    • $40,000 for salary, benefits, travel and vehicle expense
    • $13,000 to fund training and development of priests and religious
    • $25,000 for the proposed Planning Commission
    • $25,000 for the proposed 5 Regional Councils
    • $5,000 for the Conference of Catholic Bishops
    • $12,000 to fund related Catholic organizations
    • $10,000 to fund unforeseen expenses throughout the year.

 

  • $95,000 for the Chancellor:
    • The Chancellor acts as advisor to the Archbishop, manages marriage annulments, maintains proper care of all permanent records of the archdiocese including sacramental records and is responsible for the corporate seal of the Archdiocese of Grouard-McLennan.
    • No salary, benefit or vehicle expenses - paid by parish he is serving.
    • $5,000 for a travel allowance.
    • $20,000 for Marriage Annulment Tribunal.
    • $50,000 for the office of the Archivist.
    • $20,000 for a receptionist - 32% paid by Cathedral, 68% by Chancery Office.

 

  • $60,000 for the Vicar General:
    • The Vicar General acts as an advisor to the Archbishop, assumes responsibility of the Archbishop when he is absent and recruits priests as necessary.
    • No salary, benefit or vehicle expenses- paid by parish he is serving.
    • $5,000 for a travel allowance.
    • $25,000 for Recruitment of Priests.
    • $30,000 for Seminarian Training.

 

  • $105,000 for Financial Administration:
    • The Financial Administrator acts as an advisor to the Archbishop to manage the temporal goods of the archdiocese's $60 million worth of buildings, furniture & equipment and $3 million worth of investments.
    • $60,000 for salary, benefits, travel and vehicle expenses.
    • $40,000 for accounting and record keeping staff.
    • $5,000 to fund unforeseen expenses throughout the year.

 

  • $200,000 for Overhead:
    • $105,000 for Building Reserve Allocation for the Chancery Office, garage, 2 residences in McLennan and 50% of the Cathedral’s Building Reserve Allocation
    • $40,000 for property taxes, insurance, utilities and maintenance.
    • $10,000 for professional fees
    • $10,000 for office supplies.
    • $35,000 for cook, food, housekeeper and cleaning supplies.

    • $130,000 for the Archbishop.
